Distribution Technician - Gardiner Water District
GENERAL JOB DESCRIPTION
The Distribution Technician/Meter Reader position is responsible for providing excellent customer service and technical expertise while residing within an acceptable travel distance to distribution headquarters in order to share in after-hours/on-call responsibilities.
DISTRIBUTION TECHNICIAN ESSENTIAL FUNCTIONS
• All necessary construction and excavation tasks related to the distribution system.
• All necessary asset maintenance tasks and programs related to the distribution system.
• Water main, service line, valve, hydrant installations and repairs.
• Operation of various gas, diesel, electric, hydraulic, and pneumatic construction vehicles, and tools.
• Utility locating and dig-safe procedures for infrastructure including mains, services, valves, and hydrants.
• Hydrant flushing tasks.
• Respond to service calls including communicating policies to customers and investigating service issues.
• Leak detection investigation.
• Location of services and mains.
• Grounds and building maintenance as assigned.
• Use of electronic equipment including GPS, smartphones, and tablets.
• Adherence to OSHA, Department of Labor, and safety regulations.
• Complete and accurate record keeping.
• Proper care and maintenance of equipment.
• Promotes positive public relations through interactions with the public, customers, public officials, regulators, and others.
• Included in after-hours on-call rotation.
• Expectation to work overtime emergencies.
METER READER ESSENTIAL FUNCTIONS
• Read residential and commercial meters for the water utilities using hand-held computers.
• Identify and report any condition or malfunction of water meters that would require repair.
• Follow up checks on faulty readings.
• Contact customers relative to meter location or access problems in person, by phone or in writing.
• Complete all assigned work-orders including installation of meters and MXU, repair of malfunctioning/ broken meters and appurtenances, cleaning water meters and water meter boxes, etc.
• Other duties as assigned.
QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES
• Minimum education: high school diploma or equivalent.
• Valid Maine driver’s license.
• Ability to obtain a commercial driver’s license a negotiated period.
• Knowledge of safe driving and work practices.
• State of Maine Water Operator Distribution license recommended or ability to obtain within a negotiation period.
• Significant physical labor including lifting, shoveling, varied tool use, driving, and repetitive arm/shoulder motions, walking long distances and lifting over 50 pounds.
• Hand and finger dexterity, motor control and eye/hand coordination is needed.
• Vision requirements include close vision, distance vision, depth perception, and the ability to adjust focus.
• Some potentially hazardous environments (personal protective equipment use required).
• Ability to work in weather conditions of extreme heat and cold and to tolerate dust, pollen wind and rain.
• Ability to understand and implement safety procedures, understand and carry out written and oral instructions.
• Ability to understand and implement technical procedures required for disinfection, pressure testing, leak detection, basic chemical testing, etc.
• Operation of vehicular and handheld construction equipment that may have associated high noise and/or vibration levels.
• Ability to comprehend and complete reports or forms as necessary.
• Must have basic computer skills for record keeping, data entry, etc.
• Ability to work as a team with supervisors and fellow employees and to interact properly with customers and the public.
• Must work well under pressure, be punctual, and have regular attendance to meet established deadlines.
• May be assigned to work a variety of shifts depending on work needs and must be available on call as scheduled.
